The work of an Ameer

Q: Can you tell me the difference between a Muslim and a believer and can you please tell me the responsibility to be a ameer for my country like how to be an ameer and so on?
A: The word Muslim is used in the Quraan and hadeeth as a specific terminology. And the word believer is not only used in a technical sense.
The ameer of any department requires that one assumes full responsibility, and when one has been appointed as the ameer of a state he will assume responsibility of all the different department, to see that every department is managed correctly and justly and there is no corruption and mischief.
And Allah Ta'ala (الله تعالى) knows best.
