Ghusal becoming waajib with penetration

Q: If man's private part did not fully enter a woman's vagina and the woman doesn't release mani but the man's sperm flushed out, so in that situation does ghusl become waajib on the woman?

A: If to some extent there was penetration then ghusl is waajib on both of them.

And Allah Ta'ala (الله تعالى) knows best.
