Being able to choose between guidance and misguidance

Q: Is this statement correct 'It is Allah's plan that a particular person does as a disbeliever, and Allah's plan is perfect. There is a wisdom of Allah in his disbelief'

A: Allah Ta'ala has commanded man to obey him and to adopt the path of righteousness. Together with this, Allah Ta'ala has given him a choice to choose between the path of guidance or the path of misguidance. If a person disobeys Allah Ta'ala and chooses the wrong path, Allah Ta'ala will punish him for disobeying Allah Ta'ala. How can his disbelief be attributed to Allah Ta'ala that Allah Ta'ala had caused him to disbelieve? If this was so, then how can Allah Ta'ala punish him in the hereafter if Allah Ta'ala is the one who had caused him to disbelieve in the world?

And Allah Ta'ala (الله تعالى) knows best.
