Young boys without a beard keeping long hair

Q: I want to know if it is permissible for young boys without a beard to have long hair?
A: On account of the abundance of fitnah and the fact that beardless lads have girlish features then many a times people are attracted to them. In order to avoid this attraction, they should dress up modestly and it is better and best for them not to have any hair on their heads so that they do not fall into fitnah and others are also saved from fitnah. And we are encouraged to abstain from becoming the cause of fitnah as in the dua: "رَبَّنا لا تَجعَلنا فِتنَةً لِلقَومِ الظّٰلِمينَ"
And Allah Ta'ala (الله تعالى) knows best.
