Reciting the Quraan without wudhu

Q: Can we read Quran without wudhu. Is it farz to make wudhu before reading Quran?

A:

1. If one is reciting by heart, then it is permissible.

2. No.

And Allah Ta'ala (الله تعالى) knows best.
