Killing a believer due to him being a believer

Q: Is there repentance for murder of a Muslim because there is a verse in the Noble Quran which says:

“And whoever kills a Believer intentionally then their recompense is Hell-Fire, abiding therein forever; and upon them is the anger of Allah and His curse and for them is a painful punishment.” [Quran; 04:93] 

Secondly, as I have also heard there is also a report attributed to Ibn Abbas had said that there is no repentance for the intentional killing of a believer. 

However on the contrary, large number of Ulama and Muftis say that there is repentance for the intentional murder even of a believer?

Woman's arm being uncovered while reciting the Quraan Majeed

Q: 

1. Is it permissible for a woman's arm to be uncovered during tilawat of the Quraan. (This is with a physical copy of the Quraan, not from memory) 

2. if a person is making tilawat using the app on their phone, can they read whilst leaning against something, or laying down? 

I learned that our arms should be covered till our wrists as it is part of our satr, and one should sit in a respectful manner when one is making tilawat of the Quraan shareef.

Q: Is it permissible to make a short video reel for Islamic dawah purposes in which a Quranic aayah is being recited in audio, while the complete English translation of that same aayah is displayed as static text on screen throughout the video? The full translation is visible all at once — it is not synced word by word with the recitation. The background is a nature video (flowers/sky). There is no music or nasheed — the recitation is the only audio. Is this format permissible, and does the viewer's inability to give full undivided attention to the recitation while also reading the translation affect the ruling?

Reciting Surah Waaqiah in the sunnah salaah after Maghrib

Q: If we make a habit of reciting Surah Waaqiah in the sunnah of Maghrib, would it be against the sunnah practice as our beloved Rasulullah (sallallahu alaihi wasallam) was not doing it like this? Similarly, we have been informed of the mas'alah that it is not correct to fix a particular surah for a particular salaah, so by reciting Surah Waaqiah in the sunnah salaah, we will be fixing it. Is this correct?
