Can a women cut her own hair to come out of ihraam?

Q: Is it permissible that after copmleting umrah, wife can cut her hair to come out of ihraam or only mahram (husband) can cut her hair? 

A: Both are permissible.

And Allah Ta'ala (الله تعالى) knows best.
