Having little less than nisaab amount on one's zakaat date

Q: If on the 1st of Muharram a person had the nisaab amount and then the next year on the 1st of Muharram he had 1 pence less than the nisaab, what does he do?

A: Since he had less than the nisaab amount on the zakaat date, zakaat is not compulsory upon him.

And Allah Ta'ala (الله تعالى) knows best.
