Making a promise/vow without saying it verbally

Q:

1. If a person promises something to Allah without verbally uttering it, is the promise binding? If he/she does not fulfill the promise will he/she be sinning?

2. If someone says to Allah that I will do such and such, but he/she did not say the word ‘promise’ to Allah and nor did he/she use the word ‘vow’ or ‘oath’. In this case, if the person does not do such and such action, will he/she be sinning?

Q: Mene or meri wife ne wife k father ki pension ka check cash karwane k liye wife ka id card merey nam se hatwa kar unke walid k nam se banwaya is sare matter main nadra ka banda shamil tha jia document khud hi banye or agey bhejey or ab jb doobara wife ka id card apne nam se banwaya to jo nadra officer ne new nikah nama register kiya or copy hamey di likin us new nikah nama main wife talaq yafta show ho ri hai... Main ne na to mun se kahi na likh kar di na talaq ki neat ki pr nadra officer kehta k walid k nam jab apki wife ka id card m ne transfer kiya us waqt m ne jali talaq nama lagaya tha.. to ab apki rehnumai chai k kiya us nadra officer ki is harkat se mera or meri wife ka talaq ho gya ya nai? 

Making a vow in one's heart

Q:

1. I made an intention that if there is a certain outcome I will give money in Sadaqah, the outcome occurred, is it permissible to use the money to pay for the postage of clothes parcel to relatives in India?

2. If it isn't permissible where can I give the Sadaqah money (what can the Sadaqah money be used for)?
