Reciting a portion of the Qur'an and conveying the reward to the deceased

Q: As a Hanafi, I read in the riyaadus saaliheen that eesale thawaab is only permissible with water and reciting the Qur'an does not benefit the living or the deceased. Kindly comment.

A: It is permissible to recite a portion of the Qur'an and convey the reward to the deceased.

And Allah Ta'ala (الله تعالى) knows best.
