Q: Are non-Muslims ummati's or not? If not then who are they?
A: The nation of any Nabi is regarded as the ummah of that specific Nabi. Hence, in the Qur'an Shareef, Allah Ta'ala speaks about the Bani Israa'eel being the ummah of the Ambiyaa that were sent to them. Among the Bani Israa'eel there were those who believed in the Nabi, and those who disbelieved. From among the ummah of any Nabi were those who were loyal to the Nabi, believed in his prophethood and followed his teachings. These ummatis were known as the believers of that Nabi (ummat-e-ijaabat). As for those who were not loyal to the Nabi and did not believe in his prophethood, these ummatis were known as the disbelievers of the Nabi (ummat-e-dawat).

(كل أمتي يدخلون الجنة إلا من أبى) بفتح الهمزة والموحدة بامتناعه عن قبول الدعوى أو بتركه الطاعة التي هي سبب لدخولها لأن من ترك ما هو سبب شيء لا يوجد بغيره فقد أبى أي امتنع والمراد أمة الدعوة فالآبي هو الكافر بامتناعه عن قبول الدعوة وقيل أمة الإجابة فالآبي هو العاصي منهم استثناهم تغليظا وزجرا عن المعاصي.(فيض القدير 5/12)
