Q: Is it permissible for a healthy person to make nafl tawaaf on the electric scooters available in the Haram, even though he is perfectly healthy enough to do the tawaaf while walking. Can the permissibility be extracted from the situation of nafl salaah, where a healthy person is not obligated to perform his salaah while standing and he can do so sitting down?
A: It is compulsory to perform the waajib tawaaf on foot when one has the ability to do so. Hence, without a valid excuse, it is not permissible to perform the waajib tawaaf in a wheelchair. As far as the nafil tawaaf is concerned, if one commenced the nafil tawaaf on foot, then it is waajib to complete the nafil tawaaf on foot, unless one has a valid excuse later on to use a wheelchair. However, despite one having the ability to do the nafil tawaaf on foot, one commenced the nafil tawaaf in a wheelchair, the nafil tawaaf will be permissible, even though this is against the sunnah.
And Allah Ta'ala (الله تعالى) knows best.
