Giving someone zakaat money to go for umrah

Q: Can we pay zakaat to a family member (wanting to go on Umrah, but does not have the means) with the intention of using it for Umrah?

A: If he is poor and eligible to accept zakaat, you may give him.

And Allah Ta'ala (الله تعالى) knows best.
