When do the Laws of Ihraam Start?

Q: When do the laws of ihraam commence, after one performs the two rakaats of ihraam, after one makes niyyah or after one recites the talbiyah?

A: One will enter into ihraam at the time one makes the niyyah together with reciting the talbiyah. Hence, the laws of ihraam commence after one makes the niyyah with reciting the talbiyah.

And Allah Ta'ala (الله تعالى) knows best.
