Feeling pleasure with water pressure when washing one's private area

Q: After urinating, when rinsing the private area with the hand shower, the pressure of water is satisfying sometimes. I get really aroused. Is this counted as masturbation? Do I have to perform a ghusl?

A: You should refrain from this action if it is causing you to become aroused. However, ghusl will not become compulsory if semen was not released.
