Upholding the laws of Islam in a Muslim or non-Muslim country

Q: I would like to ask regarding فقه الأقليات. 

What is it? Could some examples be given of where it is applied? What's Mufti Saheb's stance on it? If Mufti Saheb is for it then why? If not then why? I would really appreciate a detailed answer as this is very commonly applied by Ulama here in the West and I'm not sure if what they're doing is right or not. Using this, some have permitted interest too.

A: Islam is a universal religion for all people, in all places and all times. Therefore, whether you are living in a Muslim or non-Muslim country, you should uphold the laws of Islam at all times. 

Hazrat Mufti Mahmoodul Hasan Gangohi (rahimahullah), the grand Mufti of Darul Uloom Deoband, has explained that the prohibition of Riba (interest) which is condemned in the Quraan Majeed and Mubaarak Ahaadith is general and not confined to any place. Hence, the prohibition will apply to a Muslim country and a non-Muslim country.

And Allah Ta'ala (الله تعالى) knows best.
