Q: My parents performed Ramzan Umrah in Hijri Year 1438. They wish to perform Ramzan Umrah in the next Hijri Year 1439 but the Saudi Government has levied SAR 2000 as additional visa fees.

Our travel agent has advised to prepare a new passport to avoid the visa fees. Is it permissible by the law of shariah?

Moreover, some scholars of India celebrate eid upon announcement from Saudia? Is it a good practice?
