Bribes

Paying an official to get one's work done

Q: I am in the construction industry working in a private consulting firm where we work with the public sector (government). In some projects, hard cash has to be paid to a government official for certain processes to be done quicker then the normal waiting time. For example if the process of getting a document approved is 6 weeks, payment can be made to the individual to get it approved within a week such that the deadline can be met for the client (government). Does this count as bribery? If yes, what can be done to avoid such if your boss requires it to be done?

Bribery in business

Q: My brother has a crush plant business in Liberia (West Africa). The country is corrupt to the core and there are multinational companies there working in the construction sector. They need crush material but the fact is that management in these companies is of local population and mostly corrupt. They say if you want us to buy crush from you then you have to decrease the rate per load and then adjust this as a personal commision to us.

Lets say if 1 load is of 600, they say we'll buy it from you for 550 but in documents i.e, qoutations to company you'll write the rate as 600. So the company gets 1 load of 600 and my brother gets 600, from which he has to give 50 per load to management unofficialy as a commission.

Is it permitted as it is nearly impossible to get any contract with out this. The company gets no loss or money damage from this nor any other individual except my brother himself. He has to sell the item of 600 to 550 and give extra 50 to management to pursue the contract.

Paying for a driving license

Q: I have been for 2 driving tests and have failed on both tries. Due to not offering a bribe. I am now told that this is a problem countrywide and that the only way to get it is to solicit a bribe. Multiple family members of mine in my area as well as certain aalims family have done this out of desperation. I however would like to know the position on this matter. I am aware that it is illegal in the state.

It can be assured that I am a proper driver and not a hazard on the road. The only reason for looking at this avenue is due to the corruption being so widespread that this seems the only way to obtain my rights. Although it is morally hazardous, please advise me the Muslim viewpoint on this matter bearing in mind that it is out of desperation due to no other options.

Giving bribes

Q: I am an electrical engineer working in a private company but my project is going to end very soon my job is insecure. I am also govt. Regt. A class Contractor of electrical works. Means I am eligible to take contracts but the problem is I have to give bribe to government officers 1 sometime for getting tender 2 every time for getting my bills passed (getting money after contract completed). Please tell me is it allowed in this condition when giving bribe is necessary and there is no other way of getting our right for both conditions.
