What to recite to save oneself from "nazar"

Q: In Islam we know that there is something known as "nazar" or "the evil eye" and what are its negative effects and harms etc.

We would like to know, is there also such a thing in Islam as "sweet nazar" or "good nazar"?

For example, when a father or mother looks at his/her child with a look of pure love and forgets to say "Maashaa Allah", then can this glance of love have a negative effect on the child? Since there is no question of jealously for one's own child, can there still be negative effects in an innocent look out of pure love?

If so, does this principle apply to everything that is dear to you?

For example, if you look at your own car or house with a look of amazement without saying "Maa shaa Allah" then can this have a negative effect on it even though there's no question of jealousy for your own belongings. 

Going to an Aamil to take out nazar

Q: Recently my friend took her 2 year old daughter to a Moulana and he apparently checks for nazr. So he makes the child put her finger on a device like a screw driver and the mother must say her name and then the childs name and then if the sandal turns the child has nazr.

So the child apparently had nazr and the Moulana read something and blew, etc. He asked them to give him her outfit that she was wearing so he could check something and he said later on that she has something called a "bad wind" on her and he was going to try to take out the bad wind.

He also gave them 7 small pieces of paper with something written on it an they were instructed to take the paper around her 7 times at maghrib an then burn the paper. He also gave them a paper with something written on it and told them that they must put it in water and make the child drink from the water.

My question is, is it more advisable for the parents themselves to read aayaat an duas from the Holy Quraan on the child for protection from nazr etc. or is it better to seek the help of such Moulanas? 

Treating evil eye

Q: As we know some people get evil eye removed from them by using female hair. They do it as such: The woman catches her hair which is tied and moves it up and down in front of the head of the other person and tells people's name whose evil eye might have happened on the person. Then she says that let the evil eye which is on you go to the trees of the forests. Then she recites Surah Naas, Surah Falaq etc.

Protection from nazar and evil eye

Q: I just wanted to ask you one simple question and looking for answer, Alhandulillah 15 years our family was 100% ok and now on some occasion I think we have some evil eye. I recited all the surah like 4 Qualls specifically surah Falaq. It was ok for the time being then we started again going on extreme for non issues and the issues are not related to us at all. It may be Jaadu or evil eye but i am not sure - Please advice me what to do.
