Q: If a person is a shia, can he or she be buried in a Muslim graveyard?
A: Shias and Muslims are poles apart in their beliefs and actions. Shias do not subscribe to the beliefs and actions of the Muslims. They regard the Qur’an to be distorted and attribute false allegations to the Azwaaj-e-Mutahharaat (The pure wives of Rasulullah (Sallallahu Alayhi Wasallam)). They revile the Sahaabah (Radiyallahu Anhum) and believe that the Sahaabah had turned apostate after the demise of Rasulullah (Sallallahu Alayhi Wasallam) (Al-Iyaazubillah). Any person holding such beliefs will come out of the fold of Islam. Hence, neither will janaazah Salaah be performed upon them nor will they be buried in the Muslim graveyard.

قال الشامي : قوله ( وسب الرسول ) هكذا في غالب النسخ ورأيته كذلك في الخزائن بخط الشارح وفيه أن ساب الرسول كافر قطعا فالصواب وسب أصحاب الرسول وقيدهم المحشي بغير الشيخين لما سيأتي في باب المرتد أن سابهما أو أحدهما كافر (رد المحتار 1/561)
