Q: While in the state of Ihraam, is it permissible for one to use toothpaste that contains fragrance?
A: If the toothpaste is processed (i.e. it undergoes a boiling process while being manufactured), then it is permissible for one to use it in the state of ihraam and neither damm nor sadaqah will be waajib.
However, if the toothpaste is not processed (i.e. it does not undergo a boiling process while being manufactured), then if the fragrance in it is not the dominant substance, as is the case with most toothpastes, then using it in the state of ihraam will be undesirable.
And Allah Ta'ala (الله تعالى) knows best.
الطيب كل شيء له رائحة مستلذة ويعده العقلاء طيبا كذا في السراج الوهاج قال أصحابنا الأشياء التي تستعمل في البدن على ثلاثة أنواع نوع هو طيب محض معد للتطيب به كالمسك والكافور والعنبر وغير ذلك تجب به الكفارة على أي وجه استعمل حتى قالوا الوادي عينه بطيب تجب عليه الكفارة ونوع ليس بطيب بنفسه ولا فيه معنى الطيب ولا يصير طيبا بوجه ما كالشحم فسواء أكل أو دهن أو جعل في شقاق الرجل لا تجب الكفارة ونوع ليس بطيب بنفسه ولكنه أصل للطيب يستعمل على وجه التطيب ويستعمل على وجه الدواء كالزيت والشيرج ويعتبر فيه الاستعمال فإن استعمل استعمال الأدهان في البدن يعطى له حكم الطيب وإن استعمل في مأكول أو شقاق رجل لا يعطى له حكم الطيب كذا في البدائع (الفتاوى الهندية 1/240)
