Q: I came for umrah from Dubai by road. Now I am in Madina. Can I go to Jeddah and than tie ihraam from Jeddah’s meeqat and then go for umrah?
A: Jeddah is within the meeqaat. It is not permissible for one to delay putting on ihraam until he comes to Jeddah. Hence, you should put on your ihraam at Zul Hulayfah (Bir Ali), which is the meeqaat for the people of Madinah Munawwarah.
And Allah Ta'ala (الله تعالى) knows best.
