Husband touching his wife's private area during haidh

Q: 

1. Is it permissible for the husband to fondle his wife's vagina through a cloth when she's in haidh? 

2. Is it permissible for the husband to use a toy (any toy like a vibrator) on his wife which doesn't go inside? 

A: 

1. Yes, it is permissible above a cloth. 

2. When the wife is in the state of haidh, then it is not permissible for her husband to derive any pleasure from her body from the area below her navel till her knees (including her knees). This area should be covered with a cloth. It is not permissible for the husband to touch this area or to look at it while the wife is in her haiz. Hence, the husband should refrain from this.
