Thinking to oneself 'my wife is divorced'

Q: If a Hanafi man says to himself 'my wife is divorced' and then says out loud 'so be it', is his wife considered divorced?

A: If he only thought about this in his mind then no talaaq has taken place. 

However, if he verbally uttered these words saying "my wife is divorced" with the intention of issuing a divorce to his wife, then in this case one Raji talaaq (revocable talaaq) has taken place.

And Allah Ta'ala (الله تعالى) knows best.
