Q: When gargling water in wudhu and ghusl, can you roughly move the water around your mouth or do you have to ensure that water reaches at right at the top and bottom of the mouth where the gums are and around the buccal frenulums and labial frenulums?

A: If you are not fasting then you will take the water to the back of the mouth at the beginning of the throat. However, while fasting you will not take the water to the extreme rear of the mouth.
And Allah Ta'ala (الله تعالى) knows best.
