Does the words "Its over" constitute divorce?

Q: On sunday my husband packed up my bags and came and dropped me off at my mother's house, he told me that he feels suffocated in the marriage. He came, left some of my stuff, went back to our home, loaded more stuff, came back, sat with my brother, I was shocked so I wasn't paying much attention to what they were saying but according to my brother, he said ''its over''. I asked him last night what did he mean by saying its over, to which he replied, nobody should come to conclusions and assume what I meant, if any Moulana wants to know why he brought me home, they should contact him and not come up with fatwa's that are not true. My question is, does this count as a talaaq and should my iddat have begun on sunday or is it not counted as talaaq. He did not use the words I divorce you.

Being intimate with one's wife in the state of haidh

Q: The following are few questions regarding a woman in the state of haidh or janaabat:

  1. Can her husband fulfil his desires using her thighs? If not, can it be fulfilled by putting a thin garment in between?
  2. Can the husband touch the area between the navel and knee with his bear hands? Also, can their thighs meet without any barrier between together with having the private parts covered?

Insuring parcels

Q: In the place where I live, majority of the time when I posted parcels in and around the country without insuring it, the parcel hadn't reached. However everytime I insured the parcel it reached. Is the insuring permissible in this case.

Woman does not want to return to her husband's home

Q: If someone's sister is married, and after marriage she is living in her mothers home due to instability with her in-laws and husband. Now her elder brother and his wife (who dislikes the sister) are pushing the sister to go back to her in-laws (husbands) home, but she is refusing to go back and says that when her husband will come back she will go (her husband is living in another country). But now her elder brothers wife has gone to her parents home and is demending a divorce (the elder brother got married 3 years ago and has no children). Please expain us what to do as per islamic laws.
