If a person says that he will do something and then recites the kalimah, will it be a vow?

Q: If a person says,"La ilaha il lallaho Muhammadur Rasulullah I will do something (or not do something)", will it be a vow(qasam)?

A: No.

And Allah Ta'ala (الله تعالى) knows best.
