Government expropriating land and selling the apartments on the land

Q: If the state forcibly buys out housing in the city center from residents and evicts them to the outskirts in order to build new luxury buildings on that land and then sell them to new buyers, is such a transaction considered nāfidh (legally effective)? 

Is the work of a real estate agent selling these apartments lawful? Is the purchase of these apartments by new residents lawful, or does the sin and illegality rest only on the developer who organized all of this and promoted his interests among government officials (obviously through bribes)?

Taking one's right from one's employers who never pay one for few months

Q: My company does not pay me on time. Salaries have been delayed for over 6 months. Now they have allocated money for a project. But the client has already completed this project and the company does not know about it. 

Can I take this money and use it for my personal expenses as the company does not pay me on time at all? I am the one who is controlling the cash flow and only I will know about it.
