Examination fees

Q: I am an accounting student and have little concern with regards to the system we make our payments and possibility of any interest involved in the payments. Our payments include the examination fee payed few days before the examination session and an annual subscription fee to remain an active student.

Firstly, the examination payments can be made in three periods. The earliest the payment made, the lowest would be the payment. However, sometimes due to late examination decisions the early payment period passes by and we have to make standard payment that is higher than early payment. Is the difference between the early and standard fee considered as interest? I have heard that all penalties arising due to late payment are haram and therefore the higher amount payed as a result of not being able to pay in the early period for some reason a kind of penalty. It is also possible that the extra amount is to encourage most students to make payment as early as possible.

Second, I have heard that the annual subscription payed every year to remain an active student involves interest. Is that true? This would be a lifetime payment even after I qualify to remain an active member. Does it involve any kind of interest or penalty?

Ghusal after dreaming

Q:

1. I wanna ask you, if I had a dream which is not like any wet dream but in this dream I feel nervous, love and happy but there is no sexual activity, does this count as a wet dream?

2. If I have some sexual things in my mind in the beginning of my sleep but at that time I don't sleep completely so should I count it as a wet dream if only mazi comes out ?

Reverting to one's old habit in haidh

Q: I am a mazoor due to non stop bleeding for 5-6 months. I stay away for ten days and pray for twenty days.. The time of my regular flow changed and I have to read salah in the time of heavy bleeding.. Most of the time its amount is very small.. Now I am on my medication and a yellowish discharge is happening so the doctor told me that it is not blood.. I talked with wife of an aalim and she told me that it is haidh.. The doctor told me that after 21 days regular heavy flow will happen and 9 days have gone by of 21 days.. I left salah on 28 july and started on 7 july (4days from today).. Now am I mazoor so do I have to pray in the heavy flow days? Do I have to use tissue when praying salah?

Using zakaat money for students fees

Q: Please advice on the following: If a Darul Uloom collects zakat and their financials indicate that the bulk of the funds are for wages etc. When we asked them about it, they responded that we receive zakat for the students fees from donors. The funds directed to the payments of fees would become lillah. Please advise if this is permissible.
