Giving zakaat to a Madrasah

Q: I am a Muslim living in a non Muslim country. Our neighbour is a non Muslim lady drug addict. I am always afraid of some kind of harm from her as she is not in her senses most of the time. Am I still obligated to look after my neighbour and offer her food etc on a daily basis?
Q: I have a question regarding talaaq. My husband once said talaaq to me only one talaaq word, while we were having a fight. Is that considered talaq? He has said only one time. We contacted a mufti, he said to not use these words and it's not talaaq as my husband didn't mean talaaq. He swore by god that he didn't mean talaaq and neither he thought about it (this happened before he said one word of talaq). Please explain.
Q: I was in nikaah with a girl. Her father made one condition in nikaah that if you talaaq my daughter or she get's khula, you have to pay 10 lacs. My question is that is this according to Shari'ah or not?
Q: There is a verse in Suratul Baqaraah of the Quran where Allah (Ta'ala) said the infidels should be killed. A friend of my mine has asked me the meaning of this verse and I told him that the infidels referred to are those that attack you first. Am sincerely not sure of this answer. I need the right answer.
Q: My elder brother passed away in 2012 aboard. He was married in 1997. But from the 20th till his death they living separate. They don't have any kids. His wife wants to stay independent from our family. Now after his death she comes to us and asking for all his properties which he gave us to handle. We told her what Shar'iah told, we are ready for that but she told us we are Indian. She wants Indian law as here for Hindus. What does Shar'iah say about this matter? Please advise.
Q: Last night I was in bed when I was breathing I could hear talaaq. At first I thought it was noting then I did it again again. It was like I was saying the words direct but in a breath and my wife was with me but she was busy reading a book and I did not tell her this. Please help as I have heard until the wife does not hear the words, the divorce is not valid.
Q: I had a question, I commited zina with a woman who is my wife. She got pregnant at the time however we did not repent at that time. The imam that married us was aware that she was pregnant but he did not make us do tobah. We got married and then we had repented for what we had done. We both were not aware at the time that you must repent or the marriage may be invalid. It has been four years since and I wish to know is our marriage valid or invalid.
