Saying that a non-Muslims will go to jahannum

Q: When a non believer is dead can a Muslim say on authority that he is going to hell fire because we all know he was not Muslim?

A: All disbelievers are destined for Jahannum.

And Allah Ta'ala (الله تعالى) knows best.
