Q: Is it permissible for someone to respond to his parents if they call him while he is in state of prayer (salaah)?
A: If the parents are in some sort of difficulty and they call for him while he is offering his fardh namaaz then it will be wajib to break the fardh namaaz. But if there is someone else who could assist them then he should not unnecessarily break his namaaz. If they called him without any real reason, it is not permissible for him to break the fardh namaaz.
And if he is offering a nafl or sunnat namaaz and his parents do not know what namaaz he is offering and they call for him, even then it will be permissible to break the namaaz and answer to them. This is irrespective of whether they call him because of a need or for no apparent reason. It will be a sin not to break the namaaz and respond to them. But if they know that the person is in namaaz, and yet they call him, he should not break his namaaz. But if they call him out of a need and there is a fear of some harm, he should break his namaaz.
And Allah Ta'ala (الله تعالى) knows best.
