Husband stating in a letter to his wife "I release you"

Q: My husband handed me a letter tester staying the following words: I Muhammed Ismail release you. Is this a valid divorce?

A: If he intended talaaq through this statement, then a baain talaaq (irrevocable talaaq) has taken place.

And Allah Ta'ala (الله تعالى) knows best.
