Does a person returning to Makkah from Jeddah have to make umrah?

Q: If a person on an umrah journey goes to Jeddah from Makkah to meet his relatives there, then on his arrival back to Makkah is it mandatory for him to do Umrah. If yes, kindly explain why?

A: No. It is not compulsory upon him to perform umrah again.
