Q: Are there any guidelines or ruling regarding minor boys growing long hair?
A: Generally our senior ulama discourage this on account of the abundance of fitnah all around. One is that they are beardless and have long hair. Many a time their faces are girlish and they can become victims of abuse. This happens very very often.
And Allah Ta'ala (الله تعالى) knows best.
