Meaning of amr bil maroof and inviting towards Islam

Q: I would like to inquire regarding the following:

1. Does the amr bil maroof abundantly mentioned in the Qur'an include inviting non Muslims towards Islam?

2. Which should be given preference/which is more important, inviting non Muslims towards Islam, or inviting Muslims to uphold the deen completely? Does one hold greater importance over the other or are both equal in importance?

3. If one carries out one out of the two above, will it be considered to be deficient for not carrying out the other?

A:

1. Yes, provided a person has sufficient knowledge and understanding, he knows the approach that is to be used and he also understands how to respond to queries, situations etc.

2. Both are important. Presently, on account of the conditions of the Muslms deteriorating I personally feel that nowadays this should be held with much more importance.

3. Some duties are such that they are supposed to be distributed. Obviously, one person cannot cover every duty. Some will be teaching, some should be learning, some propagating, and some correcting.
