Meaning of the Hadith that Allah Ta'ala will descend to the sky at the time of tahajjud

Q: Ulama say that Allah Ta'ala will come to the 3rd sky during tahajjud time. So my question is if it’s night in one country and day in another country, and every country has different night times in 24 Hour, so how will Allah Ta'ala come every time to the 3rd sky?

A: The meaning is that Allah Ta`ala's special mercies descend at these times.

And Allah Ta'ala (الله تعالى) knows best.
