Making ghusl with impurity on one's skin

Q: Is my ghusl valid if there is impurity on my body during the process of ghusl, as long as the impurity does not prevent water from reaching the skin?

A: If the impurity remains on the body, then water will not be able to reach beneath the impurity. In this case, how can the ghusl be complete?
