The place from where the appointed person should leave to perform Hajj-e-Badl

Q: From which place should the Hajj-e-Badl be performed?

A: Hajj-e-Badl should be performed from the hometown of the deceased or the hometown of the appointer (i.e. the one on whose behalf Hajj-e-Badl is being carried out), unless the deceased or appointer specified another place from where the Hajj-e-Badl should be carried out. 

In the case where the deceased made a bequest that Hajj-e-Badl be performed on his behalf from one third of his estate, but one third of the estate is insufficient to pay for the expenses of performing hajj from his hometown, then the heirs should appoint someone to perform the Hajj-e-Badl from a place where the money will suffice to meet the expenses. 

If the deceased has more than one hometown, then the Hajj-e-Badl will be performed from the hometown which is closer to Makkah Mukarramah.

And Allah Ta'ala (الله تعالى) knows best.

فإن لم يبين مكانا يحج عنه من وطنه عند علمائنا وهذا إذا كان ثلث ماله يكفي للحج من وطنه فأما إذا كان لا يكفي لذلك فإنه يحج عنه من حيث يمكن الإحجاج عنه بثلث ماله كذا في المحيط ولو لم يكن له وطن فإنه يحج عنه من الموضع الذي مات فيه كذا في شرح الطحاوي وإذا كان له أوطان شتى يحج عنه من أقرب أوطانه إلى مكة بلا خلاف لا من أبعد أوطانه هكذا في التتارخانية وإن أوصى أن يحج عنه من موضع كذا من غير بلده يحج عنه من ثلث ماله من ذلك الموضع الذي بين قرب من مكة أو بعد عنها (الفتاوى الهندية 1/258)
