Haaji cutting his hair and nails before Zul Hijjah commences

Q: If a Haaji is making waajib qurbaani and is muqeem, should he cut his hair and nails before 1 Zul Hijjah or before Ihraam?

A: He should cut his hair and nails before the days of Zul Hijjah commence. However, if he puts on ihraam before Zul Hijjah, then he should cut his hair and nails before entering into ihraam.
