Taking flowers from public places

Q: Please can Mufti Saheb let me know if it is permissible to take flowers etc. from public spaces like the beach, empty public fields or on the side of the road. 

Certain plants are bulb types - meaning they multiply as the years go. Can you take a few of these wild bulbs home to plant in your own garden? 

Can you take some grass for example with part of the root attached to replant? No damage will be caused in these cases to the other plants and also there will still be many more of these plants left in the area.

A: If the place from where you are taking the flowers is not owned by anyone, then it is permissible. However, if it is owned by some person, then it will not be permissible to take the flowers without the consent of the owner. 

As far as government owned land is concerned, then if the land is such that they do not mind people taking flowers from it (e.g. the beach), then it will be permissible to take flowers from such a place. However, if it is a land which they do not allow people to enter or they allow people to enter but they do not allow people to take flowers from it, then one should refrain from taking flowers from such places.
