A: If he had informed the Aalim that he had issued all three talaaqs to his wife, then the three talaaqs have taken place and his nikaah with her has terminated. However, at the time of informing the Aalim, if he intended to speak a lie and he did not intend to issue the three talaaqs, then the three talaaqs have not taken place.
