Value of zakaat given if buying an animal and distributing its meat

Q: A person need to give R25 000 in Zakaat. If he buys a cattle (for that price) and give it's meat as Zakaat, is it permissible and will his whole zakaat be regarded as done?

A: Generally, approximately more than one third of the animal is wasted when it is slaughtered. And the practice of most stock farmers is that they sell the animal by weight. So if for example, the animal was 600 kg, 200 kgs will be wasted and thrown away. So how can the zakaat be complete if that is the case.
