Giving zakaat to a person who does not own nisaab

Q: If a person does not have zakaat nisaab but he owns a house and car and has no debts, can he take zakaat?

A: Yes, he can be assisted with zakaat if he is in need.

And Allah Ta'ala (الله تعالى) knows best.
