Blowing on water and throwing it on the foundation of a new building

Q: We are building and we were told to read Surah Bakarah and blow in the water and throw on the foundation. Please can you adsice us?

A: These are experiences of people. It is not an act of merit or thawaab. Hence, it is permissible.
