Concern for one's neighbour who is on drugs

Q: My neighbour is a 2nd wife and has 2 boys (13 and 15). She lost her older son 2 years ago. She was in pardah but started getting out of control. She brings strange men in her house that take her childrens phones, games, playstation only to mention a few. She is on drugs and started drinking alcohol. She comes home in the early parts of the morning leaving her kids without food most of the time. She swears and shout at them when she is home. I have contacted her family who are good people. All her sisters are in pardah. They are also fed up with her but my concern is the boys.

My question is, from an Islamic point of view, am I allowed to let the child welfare know about this or is it wrong? I just feel these boys will be better off without her because she is traumatizing them. I have spoken to her and she said she dont care about them as this is her life now.

Giving someone money to buy drugs

Q: I regret to inform you that my younger brother is a drug addict from many years. His wife has also left him because of this. He has a 14 year old daughter and my mother is taking care of him. We have tried many times to treat him for drug addiction but he again starts taking drugs. He says that he cannot even move without drugs. My mother is suffering very much seeing his condition. She cannot see him dying in front of her eyes. She has to give him money for drugs and she feels that we should also give him money for drugs otherwise he would die. My question is, can I give him money for drugs or is it a sin? Please answer me as I am in a dilemma.

Taubah after drug abuse

Q: I have committed a great sin. I have taken cocaine, I have drank alcohol and I have smoked marijuana. I regret this immensely. I never want to do it again. I need Allahs help and forgiveness. Can you give me some advice and guidance please.

Drugs and Alcohol

Q:

1. Alcohol is haraam and prohibited in Islam due to the fact that after having it, a person loses his senses and can not remember what he is doing and also you can get addicted to alcohol. My question is that if someone uses alcohol only for socialising, if he has a  few sips will it be fine or not?

2. There are some drugs which only boost your energy but you remain in your senses, such as cocaine and some other drugs. How does Islam differentiate between them. You remain in your senses but its not alcohol. Red bull drink also boosts the energy. Please explain.

Family problems

Q: My mother is a widower since 18 years. She raised me her daughter and my brother on her own. I am married for seven years now Alhamdulillah. My brother is married for four years. He is involved in drug addiction. He has no child yet. My mum has money and good house but no happiness at all. Life is all scattered. She wants to ask what could be the reason for such situation?
