Compulsory Health Insurance

Q: I live in a country where health insurance is compulsory. But the fine for not being insured would be less than the fees for being insured I think. On the other hand we wouldn't be able to pay my mothers treatment otherwise. Plus I think my wife is pregnant. And the costs that come with that also I wouldn't be able to pay without health insurance. The only alternative I can think of would be not to register her here but keep her registered in her home country and let her be treated there. But that would cause a lot of difficulty for us. What shall we do in this situation?

Zakaat on Redundant Stock

Q:

  1. Can a person give out redundant stock as zakaat? I.e. He discharges his zakaat by giving out the redundant stock to zakaat recipients, hence offsetting his zakaat.
  2. The original value of the stock was for eg. R20000, but is now only valued at R10000. Will R20000 of his zakaat be discharged or only R10000?

Nikah conducted by a Barelwi Imam

Q: Our Nikah was conducted by a Barelwi Imam as my wife's family follow them. Is there anything to worry about, such as the validity of the nikkah due to it been conducted by a barelvi imam? I don't think I have to investigate what exactly people's beliefs or statuses are. Can I just assume the best and leave the matter?

Status of the Topee

Q: What is the status of the topee in shariat. Many people disregard the wearing of the topee considering it not to be a sunnat or something of no real importance. Please explain in full detail!
