Wiping off splashes of water from the toilet seat

Q: Please can you help me with the following:

When I flush the toilet, drops of water fall on the seat, does this make the seat napak? If something napaak falls on the toilet seat, I usually wipe the seat with a wet cloth then wipe it with a dry tissue. Sometimes my thigh gets a bit wet when I sit on the seat as the seat is not completely dry after I have dried it, will this make my thigh napaak? 

Meaning of reusing water in wudhu

Q: I’ve heard from someone that it is impermissible to reuse water for wudhu, however if someone lets the water from the tap run over his arm such that only one side of the arm is being directly hit with the water and the other side is getting wet by the water flowing over the arm, then will this be a valid wudhu?

Ghusl after a wet dream for a woman

Q: I asked you a question regarding wet dreams that to what extent should I check the discharge, after awakening after having a wet dream. Should I check with a tissue or with my hand inside the lips because there was sometimes discharge of a very small quantity which was only inside and not visible outside. You replied that if there is no discharge on the surface then you don't need to check further.

I just want to confirm that you mean the visible surface here? It means the outer genetalia which is apparent while the lips are normally closed. If dischrage does not come out or visible to that area, ghusl is not fard on me? Even if its inside?
