Taking out mandatory covid insurance

Q: If someone wants to visit their family and friends living in a country which requires the covid insurance (small amount like $40) which is mandatory at the time of entry, is it allowed?

A: All forms of insurance are haraam as they are a combination of gambling and interest. However, if it is mandatory and there is no way out, then one can take it out and the sin will be upon those who made it mandatory.

And Allah Ta'ala (الله تعالى) knows best.
