Touching dried up impurity with wet hands

Q: If there is dry impurity (such as pre-ejaculatory fluid) on a solid item (ex. a cellphone) and some wet hands touched it, then will the hands be considered impure?
A: If the impurity had dried up and no traces of the impurity had come on the hand, then the hand will not be impure. However, the correct way is that the impure area should be purified by wiping it or dabbing it with a wet cloth until the impurity is completely removed.
